Senior Director - International Public Policy, China Location: Beijing or Shanghai, China Reporting line: Solid line reporting to Vice President, Head of International Public Policy Dotted line reporting to Vice President, Government Affairs China Purpose Serve as the public policy lead for China and a strategic advisor to the China Leadership Team and International Public Policy leadership. Leverage deep policy expertise, business acumen, and leadership capabilities to identify early-on, analyze, translate, communicate internally, policy changes that impact Lilly's business objectives, innovation agenda, and long-term growth ambitions in China. Bring together expertise from Government Affairs, Legal, Regulatory, Market Access, Medical, Commercial, other relevant functions to develop policy positions that can serve the GM and the affiliate teams in the external engagement, via a strong set of messages, recommendations and evidence. Build and leverage external relationships with policy stakeholders, industry associations, think tanks, academic institutions, and other key influencers to advance Lilly's priorities in complex public policy environments. Public policy strategy, business integration, and leadership Lead the development and execution of Lilly's public policy strategy and positioning for China, aligned with affiliate, International Public Policy, and enterprise priorities. Partner closely with affiliate leadership to identify local business priorities and translate them into actionable public policy strategies, advocacy plans, and policy deliverables. Proactive policy anticipation: serve as a trusted strategic advisor to the China Leadership Team on emerging policy risks, opportunities, and external trends. Lead analysis of policy developments and proactively share regulatory and policy interpretation before formal release. Define and align Lilly's position: convene and coordinate internal cross-functional subject matter experts to formulate evidence-based policy positions, narrative and recommendations that support the GM and the Government Affairs team in the external engagement. Ensure public policy considerations are integrated into affiliate strategic planning, launch preparation, and long-term business decision making. Design, commission, and oversee policy research and evidence-generation activities supporting business priorities. Represent China in regional and global policy coordination efforts and contribute to enterprise-wide policy awareness and initiatives. External engagement and policy shaping Build and maintain productive relationships with policy experts, think tanks, academic institutions, and industry associations. Identify opportunities to shape the external policy environment and strengthen Lilly's reputation as a trusted policy partner. Represent Lilly in relevant trade fora, and external working groups. Support the development of advocacy strategies and thought leadership initiatives that advance innovation, patient access, and a sustainable healthcare environment. Internal influence and enterprise collaboration Represent China in global public policy discussions and provide strategic insights on the evolving China policy landscape. Educate and advise affiliate and enterprise leaders on policy developments, business implications, and recommended actions. Prepare executive briefings, strategic analyses, and recommendations for senior leaders. Support executive engagements and external visits involving senior Lilly leadership and key stakeholders in China. Qualifications and experience Minimum of 15 years of experience in the pharmaceutical industry, including significant experience in public policy, market access, health economics, regulatory policy, or related functions. Deep understanding of China's healthcare, pharmaceutical, innovation, reimbursement, and regulatory environment. Proven ability to draft policy positions and recommendations to address government healthcare policies. Strong knowledge on how to translate business priorities into policy strategies and measurable outcomes. Demonstrated success influencing complex policy discussions and building trusted relationships with senior internal and external stakeholders. Strong leadership capabilities with experience operating effectively in highly matrixed organizations.
