The DHS Administrator, with broad latitude for the exercise of independent judgment and action, serves as the senior advisor on information technology strategy, systems planning, and technology operations impacting DHS programs and services. As Executive DHS IT Project Manager, represents the DHS Administrator's interests in discussions, planning, implementation, and oversight of technology initiatives involving ITS, DHS, HRA, and external vendors. The Executive DHS IT Project Manager serves as the primary liaison between DHS and ITS to ensure that DHS technology priorities, operational requirements, and strategic objectives are appropriately represented, prioritized, and advanced. The Department of Homeless Services (DHS) is recruiting for one (1) Computer Systems Manager M-V to function as an Executive DHS IT Project Manager who will: - Oversee and coordinate the DHS portfolio of information technology initiatives, systems modernization efforts, application enhancements, and operational technology solutions. Develop and maintain a functional architectural strategy for DHS systems to ensure proper integration, minimize unnecessary data duplication, and maximize the use of enterprise platforms, including CARES (Client Assistance and Rehousing Enterprise System)/Curam as the primary DHS application environment. Evaluate whether new business functions should be supported through enhancements to existing systems or through the development of new applications. Reviews and critiques ITS plans and proposed changes to DHS systems to ensure alignment with DHS operational priorities and long-term technology strategy. Advises DHS leadership on critical IT-related risks, issues, and opportunities impacting agency operations. - Serve as the primary DHS representative and strategic liaison to ITS leadership, development teams, HRA/DSS offices, and external technology vendors on systems development, operational support, project prioritization, and enterprise technology planning. Collaborate with ITS and DHS program leadership to prioritize technology demands, assess resource capacity, develop solution concepts, and resolve operational risks and issues. Establish and maintain effective working relationships with ITS executive management and technical staff to facilitate coordination, escalation, and advancement of DHS priorities, while balancing agency operational needs with enterprise governance requirements. - Lead the evaluation and formulation of program-related IT requests and technology initiatives by assessing operational value, feasibility, policy alignment, cost-benefit, and alternative approaches. Work closely with DHS program management and operational staff to identify business needs and develop comprehensive solution concepts, business cases, system requirements, and project roadmaps. Document and advance development requests through the ITS demand intake and governance process, including participation in steering committee presentations and executive project reviews. Serve as a senior advisor to active projects, ensuring alignment with business requirements, acceptable delivery timelines, and quality standards, and escalates concerns and risks to appropriate executive leadership as needed. - Develop strategic technology roadmaps and operational planning documents outlining major DHS IT initiatives, modernization efforts, enterprise upgrades, and systems support priorities. Recommend improvements to ITS policies, procedures, and governance practices that affect DHS operations and advocates for operationally effective technology solutions and funding strategies. Support the development of a dedicated DHS systems support structure responsible for requirements gathering, issue escalation, deliverable review, operational monitoring, and project coordination.
