About the role
You will serve as a PROGRAM ANALYST in the DIRECTOR, MARITIME OPERATIONS (N04) of MILITARY SEALIFT COMMAND. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assessing and coordinating the introduction of advanced technologies, experimentation, and innovative concepts and capabilities to Military Sealift Command (MSC) operations supporting fleet and joint warfighting concept operations (CONOPS). Experience recommending policy and developing technical processes in support of fleet warfighting capability requirements. Experience coordinating program planning matters with staff from multiple high-level stakeholders including Navy Headquarters, Fleet Commanders, System Commands (SYSCOMS) and Combatant Commanders. Experience identifying critical milestones and coordinating review of new capabilities, warfighting mission capabilities gaps and Component Commanders Critical Priority Issues (CPIs) in support of integrated Priority List (IPL) development. Experience performing business case analyses, evaluating alternatives and managing ongoing research and development projects, fleet demonstrations, and experiments. Experience facilitating the work of analysts and experts from across MSC directorates in developing, modifying, evaluating, and implementing plans and programs supporting the global maritime services OPLANs and CONPLANs. Experience utilizing extensive working knowledge of joint requirements generation process, theater campaign plan development process, and warfighting-based requirements to develop effective concepts and special projects.
