Job Description: This is a temp role (non-union) to cover parental leave from July 6, 2026 to October 30, 2027 with the possibility of extension. Position Purpose Summary: The Treatment Assistant Manager - Men's Program is responsible for oversight of Harbour Light's bed-based substance use treatment and recovery services for adult men. They supervise the Men's Treatment counselling and support staff, program implementation, and administrative functions. The Assistant Manager - Men's Program will work closely with the Treatment Program Manager and act in all respects as the Men's Program Manager in their absence. They will work collaboratively with the Assistant Manager - Women's Program and provide supervisory support to the Women's Program in their absence. Accountabilities: The incumbent is responsible for the following range of job duties characteristic, or typical of the job class: PROGRAM ADMINISTRATION: In conjunction with the Treatment Program Manager develops and supervises operating policy and procedure for program and operational requirements In collaboration with the Assistant Manager - Women's Program, coordinates Treatment staff meetings, including preparation of agendas and minutes, and creates and distributes monthly program rosters Assists the Treatment Manager with Accreditation, program planning and evaluation, and other evaluation and reporting processes required by The Salvation Army and/or funders Works with the Treatment Manager, finance staff, and senior leadership to ensure all reporting obligations are fulfilled for government funding partners and/or donors Ensures compliance with Community Care licensing and funder requirements, including incident reporting Maintains and audits the department safe, in conjunction with the Senior Accountant Handles and ensures the protection of extremely confidential and sensitive employee, client, and program files, including financial documentation Opens and distributes in-coming mail and parcel(s) and processes out-going mail including materials of a confidential nature. Orders office supplies, medical supplies (such as Urinalysis and Breathalyzer tips), Client workbooks and bus tickets PROGRAM OPERATIONS Assists the Treatment Manager with case management, ensuring that professional clinical practices are in place to provide superior client care with respect to intake, counselling, support, referral, networking and other services, including appropriate use of rehabilitative and disciplinary measures. Reviews database and file entries to ensure proper records and files are maintained for each client, make sure counsellors write progress and in-depth reports and provides information on the outcomes of the program and the progress of each client. Oversees the Harbour Light Treatment Alumni Program or delegates this to appropriate staff Collects, reports, and reviews statistical information for the Men's Program to better evaluate program needs and guide its ongoing development May provide short-term emergency coverage for group counselling in the absence of Treatment staff Participates regularly in the Reflections schedule, and attends graduation ceremonies and other important milestones and seasonal activities Participates in or delegates the conduct of allowable physical searches of client rooms; maintains appropriate records of searches. MEDICATION MANAGEMENT: Acts as primary contact for Pharmacists and organizes medication training for new staff Acts as liaison between Harbour Light, clients, pharmacy, and Treatment Doctor Represents the Men's Program at Medication Safety Advisory Committee meetings; shares responsibility for scheduling, agendas, and minutes with the Assistant Manager - Women's Program Ensures proper use of the Medication Room, including correct stock, regular audits, disposal of old medications, client confidentiality, and correct documentation (including MAR sheets) Approves funding for medication for Treatment clients Completes monthly/bi-weekly carries review Reviews and adjusts policies and procedures on medication management as needed Addresses issues pertaining to medication
