About the role

You will serve as a PROGRAM ANALYST in the Department of the Navy (DON) COMMANDER, NAVY INSTALLATION COMMAND. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing Public Works Department program and budgetary requirements. Experience providing budget policy and procedures, budget formulation assumptions, formats and schedules to program managers for budget submissions as prepared by the Financial Management support line. Experience in and comprehensive knowledge and understanding of the Public Works Department budget formation process, both Working Capital Fund and General Fund, to assure that budget forecasts, estimates and submissions conform to requirements and financial objectives. Experience in and knowledge of DOD Planning, Programming and Budgeting Systems (PPBS), its process, products, terminology and guidance documents. Experience in and knowledge of automated data processing concepts, systems capabilities and economic usage to effectively complete assignments. Experience tracking the incoming revenue, obligation and expenditure of funds. Experience preparing a variety of reports covering the status of funds and advises the Public Works Officer/Deputy Public Works Officer on the availability of funds for the Public Works Department. Experience in and comprehensive and detailed knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent decisions and policies of the Public Works Department and the Command for both annual and revolving funds. Experience in and knowledge of budgeting for the following specific funds; NWCF, BSO52, investment and O&MN, O&MNR.
