Job Description: Job Title: Senior Health, Safety & Environmental (HSE) Specialist Operating Company : Environmental Solutions Group Location: Watertown, SD Reports to: HSE Manager Department: Safety/Environmental POSITION SUMMARY: The Senior Health, Safety & Environmental (HSE) Specialist serves as a key technical expert and driver of HSE excellence at the Watertown facility. This role provides advanced guidance, leadership support, and hands-on expertise to ensure compliance with federal, state, and local regulations as well as Terex Utilities (TU) policies. The Senior HSE Specialist partners closely with operations, engineering, and leadership teams to strengthen HSE culture, reduce risk, and deliver continuous improvement in environmental, health, and safety performance. ESSENTIAL JOB FUNCTIONS INCLUDE: HSE Leadership & Technical Expertise Lead complex HSE initiatives from concept through execution, ensuring alignment with regulatory requirements and business objectives. Develop and conduct HSE Inspections, Audits, Incident Investigations, Root-Cause analysis and Risk Assessments. Serve as a senior-level resource to employees, supervisors, and leaders, providing expert recommendations on safety systems, environmental compliance, and risk controls. Confirm regulatory compliance and serve as Site Compliance Lead. Act as a site Subject‑Matter Expert (SME) for risk assessment methodologies and hazard‑reduction strategies. Lead Emergency Response and support Crises Management. Engagement, Training & Culture Build strong working relationships with internal teams, influencing safety culture through daily engagement, coaching, and presence on the production floor. Promote cross functional teams between professional disciplines for the incorporation of HSE policy, procedure and compliance into business objectives. Develop and deliver impactful safety talks and targeted training programs in partnership with supervisors and cross-functional partners. Provide coaching to managers and supervisors on safety leadership, communication, accountability, and incident prevention. Compliance, Auditing & Documentation Lead required environmental, health, safety, and security activities based on regulatory, ESG, and corporate policy requirements. Conduct and oversee daily walkthroughs, inspections, audits, task evaluations, testing, HSE briefings, and performance reporting. Ensure compliance with OSHA, EPA, DOT and all federal, state, local, and corporate standards. Maintain, interpret, and improve specialized reports, technical data, documentation systems, and records. Hazard Identification & Risk Reduction Identify and prioritize risks through JHA's, reduce hazards through kaizens and other methods, and implement appropriate sustainable controls. Lead or participate in comprehensive process reviews, including PHAs, operator training, and safety engineering evaluations. Drive proactive injury-prevention initiatives across the site. Incident Prevention & Response Lead or support incident investigations using established ESG protocols, identifying root causes and driving corrective action implementation. Assist in monitoring chemical, physical, and biological hazards and ensure appropriate industrial hygiene evaluations and controls. Program & Team Support Deliver day‑to‑day technical support to operations, engineering, and maintenance teams. Coordinate site-wide HSE programs, including emergency preparedness, sustainability initiatives, and regulatory compliance programs. Support HSE strategic planning and drive alignment with business goals and continuous improvement initiatives. JOB SPECIFICATIONS: Fluent in English and Spanish. Bachelor's degree preferred in HSE or associated relevant discipline; 5+ years of relevant HSE experience (general industry manufacturing experience required). Professional certification preferred, or significant progress toward CSP, CIH, CHMM, ASP, or similar credential. Working knowledge of OSHA, EPA, DOT and other relevant global and regional related regulatory standards. Strong interpersonal, communication, and leadership‑through‑influence skills. Ability to work effectively in a multisite environment with travel as required. Excellent computer skills, including proficiency with AI‑enabled productivity tools.
