About the role
The State Bureau of Investigation's mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. Description of Work The primary purpose of this position is to establish access for non-criminal justice agencies to Criminal History Record Information (CHRI) for background check purposes and to conduct investigative audits on the use and dissemination of CHRI in support of the state's non-criminal justice audit program. This position must understand North Carolina statutes on fingerprint-based background checks and how to assist agencies with choosing the correct statute for their background checks. They must also assist with the approval of new statutes by the FBI. During the audit process, this position documents and collates information and conducts the necessary analysis to develop trends and areas for improvement. They must also inform agencies of any violations of the FBI's CJIS Security Policy. Key Responsibilities include but are not limited to: - Establish access to CHRI for non-criminal justice agencies for background purposes - Conduct audits of non-criminal justice agencies use and dissemination of CHRI - Assist agencies with understanding fingerprint-based background check statutory authority - Provide feedback to non-criminal justice agencies post audit with areas of improvement - Work with NC's CJIS Information Security Officer to approve electronic storage of CHRI by non-criminal justice agencies - Provide non-criminal justice agencies with assistance creating new background check statutes in NC - Review annual modifications to CJIS Security Policy and relay changes to non-criminal justice agencies Position/Physical Requirements: - Must be a U.S. citizen due to security requirements for accessing SBI applications to which the person in this position must have access. - Obtaining Division of Criminal Information (DCI) Network certification within 6 months of hire is required for this position.
