The USPS OIG is seeking a highly qualified applicant to fill our Training and Talent Development Analyst within Mission Support, Human Resources, Training and Talent Development Team in Arlington, VA. Bachelor's Degree in Workforce Learning & Development, Human Resources Management, or Organizational Communication OR A combination of education and experience - at least four (4) years of specialized experience in Workforce Learning and Development, or an equivalent combination of training experience, college-level education, and training that provided professional training knowledge. DESIRABLE QUALIFICATIONS Training or Talent Development certification highly desirable Training Facilitation Certification highly desirable Knowledge of Adult Learning theories and principles EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Demonstrated ability and experience in the development and review of training/course materials, aids, devices, et cetera, development of training feedback surveys and evaluation of survey feedback. Experience monitoring training reports and completing required actions. Experience managing training schedules and calendars including tracking multiple courses simultaneously and coordinating with facility team on physical setup and technology requirements for learning courses. Clarifies eligibility requirements and application procedures. Demonstrated experience preparing procedural manuals and supporting documentation for training programs. Demonstrated experience preparing job aids, templates, and reference materials supporting different training platforms and formats. Ability to communicate clearly, concisely, and effectively both orally and in writing with all levels within the OIG. You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9. The salary range for this position is $70,623.00 - $91,815.00. The salary figures include locality pay. Promotion potential to a GS-11 equivalent is at management's discretion.
