Recruitment Range: $57,983 - $95,000 OSHR Business Operations provides leadership and strategic support to the agency by overseeing financial operations, budget development, budget execution, and the procurement process. Business Operations is responsible for monitoring fiscal activities throughout the agency to ensure compliance with state and federal laws regarding accounting, budget, purchasing, and contracts. We are seeking an individual with expertise in accounting. This role entails responsibilities that include: - Monitors general ledger activity and budget reports for accuracy and submits journal vouchers when necessary. - Keys and submits budget revisions for month and quarter end, including revisions for realignments, lapsed salary, fund balance, and over-realized receipts. - Assists with processing budget actions in the HR/Payroll System (including new hires, separations, and transfers); sets up the funding detail on newly created positions. - Keys and issues invoices, records, and tracks customer payments, follows up on past due accounts, keeps accurate financial records, and run receivables reports for the quarter and year-end. Knowledge Skills and Abilities/Management Preferences Comprehensive understanding of accounting principles, practices, and financial management. In-depth familiarity with the state's budgetary and accounting systems: North Carolina Financial System (NCFS), Integrated Budget Information System (IBIS), HR/Payroll System. Proficient in interpreting and analyzing financial data and reports. Extensive knowledge of accounting standards and financial management techniques. Skilled in evaluating and understanding financial documents and data. Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two of which must have been supervisory in nature; or equivalent combination of education and experience.
