Major Responsibilities - Under managerial direction, with the broadest scope for the exercise of independent initiative and judgment, work with Agency stakeholders to understand the business strategy drivers and business problems to be solved by a given solution. - Assess existing and future solutions requirements and support vendor selection. - Assess technology across the enterprise application/technology portfolio. - Confirm the conformance of applications, components and services to established standards and best practices. - Ensure compliance with IT standards and guidelines throughout the application development lifecycle. - Identify probable system or design flaws and escalate issues to upper management before serious performance impact. - Assist in the development and review of technical specifications for procurement of IT systems and services, including the evaluation of vendor submissions solicited via bids and requests for information and proposals. - Liaise with IT vendors, as necessary. - Ensure technology solutions adhere to security policies and guidelines promulgated by the Security team. - Supervise the Application Development, Cloud Solution Engineering, and GIS Development Groups and ensure timely delivery of projects. - Provide leadership for end-to-end solution delivery and ownership, including data warehousing, operational data store and other data assets supporting analytics, reporting and data integration. - Drive best practices in application development and ensuring security controls are in place. - Lead design and development of solutions for agency business users - Demonstrate extensive abilities interacting with end-users to understand and document business and functional requirements, data sources, application design and conceptual data models for complex projects. - Maintain knowledge on current and emerging technologies and industry trends for assigned areas of responsibility and collaborate with management to incorporate new developments into current and future solutions. - Communicate in a timely and appropriate manner to management and other stakeholders regarding scope, status, risks and issues. - Oversee application modernization projects and development of critical systems at Parks.
