Develop and implement supply chain strategies and plans to support WV's large-scale disaster response operations.
Establish & lead the response's emergency supply chain department, developing the strategy and establishing the team, systems, processes, facilities, supplies and relationships required to undertake its responsibilities within the response.
Coordinate with program managers, logistics partners, and other stakeholders to ensure alignment of supply chain activities with program objectives.
Actively participate in the Response Senior Management/ Leadership team meetings.
Procurement and Contract Management :
Lead procurement processes for essential relief items and services including sourcing, tendering, negotiation, contracting, and vendor management.
Provide supply chain technical support and guidance to Cash and Voucher Assistance (CVA) program when applicable.
Ensure compliance with WVI GSCM procurement policies, Provision system, donor requirements, and relevant regulations.
Ensure wise implementation of any activated waiver under EMR 01 Emergency Financial and Supply Chain Procedures.
Logistics Operations:
Manage logistics operations, including transportation, warehousing, inventory management, and distribution of relief supplies.
Manage the risk and efficiency of internationally procured items, accepting GIK and local procurement.
Coordinate with transport providers, customs authorities, and other partners to facilitate the timely delivery of humanitarian aid.
Inventory, Asset and Fleet Management:
Oversee inventory management systems to track and monitor the movement of relief items throughout the supply chain.
Ensure accurate and timely reporting on inventory levels, including stock status and distribution.
Oversee the management of the fleet, ensuring optimal utilization of vehicles and fuel in cost-effectiveness ways considering the environmental stewardship wherever possible.
Develop and implement protocols for safe and efficient delivery of aid, considering factors like route optimization, driver safety, and vehicle maintenance.
Oversee the management of the response's vehicle fleet, including maintenance, repairs, and fuel management.
Provide oversight of vehicle tracking systems to monitor vehicle movements and enhance fleet visibility.
Coordination and Collaboration:
Collaborate with other humanitarian actors, government agencies, and local partners to ensure coordinated and efficient response efforts.
Participate in coordination meetings, Logistics clusters, and working groups to share information and resources.
Risk Management and Compliance:
Identify and mitigate supply chain risks, including procurement delays, transportation disruptions, and security threats.
Ensure compliance with relevant regulations, policies, and ethical standards in supply chain operations.
Ensure anti-corruption and fraud mitigation strategies including the internal control framework are in place and implemented.
Capacity Building and Training:
Provide training and capacity-building support to supply chain staff and partners on best practices, standards, and procedures.

As a Supply Chain Manager in a response, you will manage the logistics, supply chain and fleet management operations and ensure that WVI has the appropriate logistics and support structures in place to respond effectively and efficiently.
The role requires a thorough experienced and understanding of end-to-end supply chain management of emergency context logistics processes including procurement, logistics, importation, warehousing and transport processes. The logistics and Emergency supply chain manager will be responsible for the management of staff, contracts and will be required to engage with external partners.
The successful candidate must demonstrate the ability to ensure the process is followed resulting in accountability in all aspects of the supply chain.
