Position Summary:
Red River seeks an experienced and strategic leader to establish and direct its IDIQ and GWAC Program Management Office. This leader will build the structure, discipline, and operational rigor needed to manage and scale a growing portfolio of federal, state, and local contracting vehicles, including GWACs, agency IDIQs, Schedules, and BPAs. The IDIQ PMO Director will drive excellence in contract operations, compliance, and customer engagement while partnering with senior leaders across Sales, Capture, Legal, Finance, and Delivery. This role is critical to accelerating growth, improving performance, and strengthening Red River's position across key markets.
Primary Position Tasks:
Develop and institutionalize a comprehensive framework for IDIQ portfolio governance, including processes, policies, templates, quality checks, and performance metrics.
Serve as the primary corporate interface with contracting officials, vehicle managers, and government oversight bodies; ensure timely delivery of all required contract reports and artifacts.
Partner directly with Sales, Business Development, and Capture leadership to shape pipeline development, strengthen win strategies, and support proposal and task order execution.
Deliver strategic portfolio insights to senior leadership with clear reporting on growth trends, utilization, competitive positioning, and risks.
Oversee full lifecycle contract administration for assigned vehicles, ensuring all deliverables, modifications, certifications, and compliance requirements are met.
Standardize and centralize training, guidance, and best practices for IDIQ and GWAC management across the company.
Train and mentor internal teams, including Business Development, pricing, program management, technical subject matter experts, and operations staff on IDIQ rules, strategies, and workflows.
Lead and develop a high performing team of Program Managers and Contract Analysts focused on operational excellence and customer satisfaction.
Champion continuous improvement, driving adoption of lessons learned, automation opportunities, and repeatable processes.
Candidates who are local to the Virginia, Maryland, Washington, DC area are strongly preferred.
Minimum Education/Certification/Experience Requirements:
8-10 years of experience in federal program management, contract operations, or acquisition lifecycle leadership.
Federal acquisition management and procurement with IDIQ vehicles and related Blanket Purchase Agreements and Federal Contracting Schedules
Prior knowledge of IDIQ management including IDIQ contractual and performance management
Engaging in IDIQ and Task Order Business Development and Capture activities
Demonstrated success building relationships with government customers, contracting officers, and industry partners
Knowledge of Government contracting regulations, trends and buying behaviors
Ability to identify growth opportunities, analyze utilization trends, and align vehicle strategies with corporate objectives
Excellent writing, communication, presentation, and organizational skills
Excellent interpersonal skills capable of creating professional relationships with a wide range of both internal and external customers
PMP or DAWIA certification preferred but not required
Active or ability to obtain a Secret or Top Secret clearance preferred
