Support Tender Managers and Bid Teams during the preparation and submission of tenders for dredging and marine construction projects.
Review tender documents, specifications, drawings, scope of work, commercial requirements, and procurement deliverables.
Obtain budgetary and firm quotations from suppliers and subcontractors within tender deadlines.
Analyze quotations, technical deviations, exclusions, qualifications, and commercial conditions.
Prepare detailed bid comparison sheets, commercial evaluations, and procurement recommendations for Tender Managers and Management.
Supplier & Subcontractor Management
Identify, evaluate, and prequalify suppliers and subcontractors.
Negotiate pricing, commercial terms, delivery schedules, and contractual conditions.
Prepare & maintain framework agreements with suppliers.
Conduct supplier evaluations and audits in accordance with company procedures.
Project Procurement Management
Act as the Procurement Lead for assigned projects during execution and develop and implement project procurement plans aligned with project schedules and budgets.
Manage procurement of dredging equipment, ship spares, floating equipment, and project-specific materials.
Monitor procurement progress and ensure the timely availability of materials, equipment, subcontractors, and services.
Logistics & Supply Chain Coordination
Coordinate transportation, customs clearance, import/export activities, and delivery schedules.
Support vessel mobilization, marine logistics activities, and project-specific supply chain requirements.
Required knowledge:
Education / Certificates
Bachelor's Degree in Engineering, Supply Chain Management, Business Administration, or related discipline.
Minimum 5-8 years of procurement experience within dredging, marine construction, offshore, maritime, or EPC project environments.
Proven experience supporting both tendering and project execution activities.
Strong experience in technical and commercial bid evaluation and negotiating contracts and commercial agreements.
Experience with ship spares, marine services, heavy equipment, and project procurement packages.
Experience working on international project sites and in multicultural environments.
NEVI, CIPS, CPPM, or equivalent procurement qualification preferred.
Contract Management certification is considered an advantage.
Other Requirements
Excellent command of English (written and spoken).
Advanced ERP and procurement systems knowledge.
Strong analytical, technical, and commercial skills.
Ability to work under pressure and meet demanding project deadlines.
Willingness to travel internationally and work on project sites for extended periods.

The Senior Project Buyer is responsible for leading procurement activities throughout the complete project lifecycle, from tender preparation and project acquisition through project execution, commissioning, and close-out.
The role supports both office-based procurement activities and on-site project procurement operations across international project locations. The Senior Project Buyer acts as the procurement focal point for assigned tenders and projects, ensuring the timely sourcing, evaluation, negotiation, procurement, and delivery of equipment, materials, and subcontracted services for successful project execution.
