JOB TITLE: One (1) Program Manager / Program Manager Associate. Agency Description: The Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building a fairer economy in neighborhoods across the five boroughs. Division Description: The Division of Citywide Workforce Opportunity (CWO) at the NYC Department of Small Business Services (SBS) serves over 90,000 jobseekers and 900 employers each year through its employment and training programs. Specifically, CWO oversees a network of 18 Workforce1 (WF1) career centers, operated in all five boroughs by workforce development providers under contract with SBS. CWO also manages three dozen training programs, in such areas as tech, health care, and construction, that are offered in collaboration with higher education institutions and non-profit training providers. CWO serves two core constituencies through its centers and programs. One is jobseekers, most of whom have traditionally been underserved and have not had ready access to employment and training opportunities. Eligible jobseekers can visit WF1 centers to take advantage of career services such as interviewing workshops, as well as direct connections to employment opportunities across NYC. They can also enroll in SBS' training programs at no cost to them. The second constituency is employers. Working with a variety of internal and external partners, CWO seeks to identify employers who might benefit from hiring graduates of our training programs as well as those who might benefit from targeted recruitment services offered through the WF1 centers that enable employers to find qualified candidates for a variety of positions. Job Description: New York Systems Change and Inclusive Opportunities (NY SCION) was launched in 2022 by the New York State Department of Labor (NYSDOL) to improve and expand employment opportunities for individuals with disabilities throughout New York State. The City of New York's implementation of NYC NY SCION is a Multi-agency Initiative that leverages expertise of The Mayor's Office for People with Disabilities (MOPD), Mayor's Office for Talent and Workforce Development (NYC Talent), NYC Workforce Development Board (WDB), and NYC Department of Small Business Services (SBS) who manages the high-volume, employer demand-driven system, Workforce1 Career Centers (WF1CC), successfully to connect talent to employers at scale. The mission of NY SCION is to improve the participation of individuals with disabilities, including individuals with intellectual and developmental disabilities, in workforce systems and improve their employment outcomes via a sustainable, job-driven, inclusive model that involves businesses and workforce demand. Program Manager / Program Manager Associate will serve as a disability resource coordinator to jobseekers with disabilities at our Workforce1 Career Centers organizing community activities and events, forging strategic partnerships, and ensuring the provision of direct services. Will be integral to enhancing employment outcomes for individuals with disabilities by improving access to a suite of career services. Role requires the Program Manager/ Program Manager Associate to obtain and maintain a Work Incentive Practitioner - Credential to provide benefits advisement and work incentive counseling to job seekers in receipt of Social Security Administration (SSA) benefits (e.g., Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI)). The Program Manager/Program Manager Associate will interact and coordinate activities with our SBS internal teams (i.e. Operations Team, Candidate Services Team, Training Team, Sales Team, Community Partners Team, Data and Reporting Team, etc.) to ensure the success of NYC SCION. The Program Manager/ Program Manager Associate will also need to travel throughout the five boroughs and maintain office hours at the WorkForce1 Career Centers to educate,train and observe implementation of training in practice, key performance indicators. Key activities include: Expand access to career center services, Facilitate trainings to career center staff,customers, employers and community partners, and fostering partnerships and collaborations, and Ensure that WorkForce1 Career Centers are enhancing employment outcomes for people with disabilities. Essential Responsibilities: - Provide disability-related trainings on Disability, Accessibility, Strategies and Inclusion Trainings (DASI),best practices for conducting outreach to people with disabilities, creating accessible job posting, and other topics, to all Workforce1 and New York State Department of Labor (NYSDOL) center staff approximately four times per month. - Assist in training and providing guidance to our internal SBS team/ CWO Division. - Identify skill gaps, performance issues, and organizational learning needs
