Position Description The Anoka County Human Services Division has a current vacancy for the position of Lead Eligibility Specialist in the Economic Assistance Department. The Lead Eligibility Specialist plays a critical role within the Economic Assistance Department by providing leadership, training, and advanced expertise in public assistance programs. This position oversees and supports a team responsible for determining eligibility, managing programs, and delivering case management services aimed at promoting self-sufficiency and independence. The Lead Eligibility Specialist ensures program integrity and compliance with complex state and federal policies through thorough case reviews, quality assurance, and training initiatives. Work Location This position will work at the Blaine Human Service Center, located at 1201 89th Ave NE, Blaine, MN 55434 This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Work is primarily performed in a hybrid remote setting or at the Blaine Human Service Center. Expected works hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Lead Eligibility Specialist. Perform the most complex work and specialized assignments requiring an advanced level of technical knowledge in public assistance programs, departmental processes and caseload administration. Provide training to employees determining eligibility for public assistance and serve as a lead specialist for less experienced employees. Manage complex public assistance cases. Review and process complex cases to ensure they meet all program requirements. Interpret complex state and federal policies and procedures to ensure program compliance. Develop and provide training to the economic assistance department on complex state and federal policies. Provide training and information to county partners and other agencies. Interpret complex information from records and documents needed to determine eligibility. Perform quality assurance reviews to evaluate team performance and maintain program integrity. Represent Anoka County in administrative appeals and fair hearings. Provide leadership, coaching, and/or mentoring to a subordinate group, and may act as a lead providing daily work direction and managing timeline of weekly activities depending on assignment. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed High school diploma or equivalent education. Six years (2,080 annual hours) of job-related experience processing program eligibility for public assistance programs. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Preferred Knowledge, Skills, and Abilities Needed Eight years or more of full-time (2,080 annual hours) experience as an Eligibility Specialist in Minnesota. Six years or more years of full-time (2,080 annual hours) experience administering SNAP or Medical Assistance in MAXIS. Degree in Behavioral Science, Human Serviced, Education, or related field. Strong verbal and written communication. Skill in leadership, interviewing
