Division/Program Summary: The New York City Department of Health and Mental Hygiene's Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance, and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control. The Environmental Health Office of Administration provides procurement, budget and human resources support to 7 bureaus task to enforce health code through-out the 5-boroughs of the City of NY. This office also serves as the central point of contact for all permits issued by the Department of Health and Mental Hygiene. Position Summary: The Assistant HR Coordinator will provide support, guidance, and instruction to the Division's Bureau Admin Teams using computerized documentation systems verifying eligibility needed to ensure staff retention needed to ensure the Health and Safety of the residents and visitors of the City of New York. The Assistant HR Coordinator will work closely with EH Admin HR Team and Agency HR Central units; Division's Hiring Managers; Directors; Assistant Commissioners; new hires and onboard candidates on new hire and onboard staff recruitment; internal and external job postings; position title classification; civil service appointment requirements; candidate compliance completion ensuring appropriate protocol; procedures and requirements on appropriate paperwork and credentials required by City and State law on hiring. Processing staff personnel action including, but not limited to hires, promotions, transfers, leaves, separations, funding shifts; etc. using agencies automated system created by DOHMH (PATS - Personnel Action Tracking System). Job Duties and Responsibilities: - Work closely with Agency HR Central on new hire and onboard staff recruitment; posting title classification; civil service appointment requirements; and candidate compliance completion. - Work closely with Division's Hiring Managers; Directors; Assistant Commissioners; new hires and onboard candidates on appropriate protocol; procedures and requirements on appropriate paperwork and credentials required by City and State law on hiring. - Process; manage and track to completion new hire and onboard staff personnel action including, but not limited to hires, promotions, transfers, leaves, separations, funding shifts; etc. Preparing appropriate forms, memos, and communication in accordance with personnel transactions using agencies automated system created by DOHMH (PATS - Personnel Action Tracking System). - Work directly with agency's recruitment unit to create; revise; update job postings that are submitted to the citywide hiring oversight NYCAPs Central made visible to both hiring managers and candidate on "Smart Recruiter" and "cityjobs.nyc.gov" NYC recruitment and career sites. - Liaise with Agency's Civil Service Unit representing the EH Administration and Bureaus; Managing activities related to; and resolving transaction related to civil service pools (pickup & transfers; Promotions; New appointments). Gaining and having extensive knowledge of DCAS rule related to Civil Service. Accessing and reviewing Established and Published Civil Service list data for division and program use. Working with and providing guidance to bureaus and program teams and staff on DCAS Exam procedures. - Prepare; submit and track to completion staffing justification request to agency representative that manages OMB approval submission request for agency. - Review resumes for title qualification. - Communicate with Candidate. - Participate in job interviews. - Attend hiring events. - Manage; submit and track to completion start date negotiation between Candidate; Bureau; Division & Agency HR Central. - Communicating current or foreseeable personnel discrepancies and concerns to supervision. - Maintaining the accuracy of personnel records, ensuring personnel files are complete and filed accordingly, as well as following up on missing documents. Conducting electronic and paper audits of personnel data for reconciliation. - Work on Interagency Transaction paperwork (DP2001 & DP72) - Work with Division's Bureau Admin Teams to obtain timely status and updates for Divisions Priority Hire Tracking and OMB submission for approval on Job Postings; New Hires; Promotions; Title Changes; Salary Adjustments. - Work with Division's Bureau Admin Teams to manage staffing vacancy using reporting tools and direct contact for updates and monitoring. - Provide updates and s
