The primary purpose of this position is: to administer the installation's antiterrorism and force protection programs. Serves as a technical advisor to the Security Forces (SF) Antiterrorism Officer (ATO) and unit-level security and antiterrorism representatives. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes resolving a variety of conventional security problems, questions, or conditions, such as performing security reviews, and recommending actions involving well-established criteria, methods, techniques and procedures. Work products, advice and assistance affect the effectiveness and efficiency of established security programs and contributes to the security effectiveness of newly introduced programs and facilities requiring such protective services. Responsible for advising the Commander on all anti terroism issues for the installation. OR EDUCATION: a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS- level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems. 2. Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs. 3. Knowledge of a broad range of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership. 5. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation. 6. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program. Other significant facts pertaining to this position are: 1. May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station. 2. Work requires access to classified information. Employee is required to obtain and maintain TS/SCI security clearance. 3. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to random drug testing. 4. This position is designated a national security position. 5. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 6. Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoDSecurity Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated securitycareer field representative. 7.
