Torch Technologies has an exciting opportunity for a Branch Chief Advisor located in Kettering, OH (WPAFB/Dayton, OH area) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the Commander Resource Integration System (CRIS) program is a relational, read only, data warehouse containing legacy system data for Air Staff, MAJCOM, FOA, DRU, and base-level reporting functions (FM, DP, DO, SC, LG, etc.). CRIS is a user friendly, comprehensive, resource management analysis tool to provide AF leadership the necessary data they need to manage. CRIS provides a decision support capability, viewing of summary and roll-up data, analysis/Investigative capabilities, drill down features, viewing of transactional level data, and enables one-time queries of all DFAS field sites and BQ, CPAS and CBAS. CRIS also provides a single log-in to view data from multiple legacy systems (e.g., AF civilian pay and personnel, AF reserve pay, the standard base supply system, the fuels enterprise system, and the Reliability and Maintainability Information System (REMIS)). Approximately 16,317 and 10,146 users are registered and considered active users, respectively, and on average there are 691,000 total system queries per month. More than 91% of total query results are returned within 10 seconds or less. The Branch Chief Advisor typically performs the following kinds of functions: initiates, oversees, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs; provides strategic advice, technical guidance, and expertise to program and project staff; provides detailed analyses, evaluations, and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; consults with client to define needs or problems; oversees studies; and leads surveys to collect and analyze data to provide advice and recommend solutions. As a Branch Chief Advisor (Principal) , your duties will include but not be limited to: Assist the Government in the development of acquisition strategies associated efforts with the deployment of systems across the Air Force. Identify and advise on acquisition strategies following principles outlined in DoW 5000.02 and/or 5000.75, the Business Capabilities Lifecycle and Performance Based Service contracts. Outline policy disconnects policy interpretation, and management of all acquisition efforts. Advise the PM on best practice PM principles to achieve substantial process improvements, efficiencies, and potential cost avoidance. Analyze acquisition issues and develops risk reduction and mitigation approaches for improving. program planning, control, and execution. Advise on responses to governance and MDA requirements, Higher Headquarters engagements, and other oversight required to support the acquisition process. Identify programmatic issues and develops recommendations to facilitate issue resolution. and, Support the PM and Section and Branch in the day-to-day management of the program. Job Requirements U.S. Citizenship Master's or Doctorate Degree in a related field and at least 20 years of experience in the respective technical/professional discipline being performed, 12 years of which must be in the DoW OR, Bachelor's Degree in a related field and 25 years of experience in the respective technical/professional discipline being performed, 15 years of which must be in the DoW OR, 30 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 20 years of which must be in the DoW. Possesses the expert knowledge, experience and recognized ability to be considered an industry leader in this field. Possesses the ability to perform tasks and oversee the efforts of junior, journeyman, and senior contractor personnel within and across multiple technical/professional disciplines (Program Office, Enterprise, Staff and Executive Level Support interface). Must possess and be able to maintain a T1/NACI level clearance .
