Administer and track all certified payroll submissions for contractors and subcontractors to ensure compliance with applicable federal, state, and local labor regulations.
Monitor compliance with Davis-Bacon prevailing wage requirements and related labor standards on publicly funded projects.
Maintain and manage Section 3 tracking and reporting, including workforce and business utilization data, outreach efforts, and documentation of compliance activities.
Track and report MWBE/SBE participation to ensure adherence to contract goals and funding requirements.
Coordinate collection, review, and filing of subcontractor compliance documents, including but not limited to:
Certified payroll reports
Workforce utilization reports
MWBE/SBE certifications
Section 3 business and employee documentation
Insurance certificates
Contractor/subcontractor agreements
Licenses and other required compliance records
Prepare, maintain, and submit compliance reports for HUD-funded, federal, state, and locally funded projects.
Serve as a liaison between project managers, contractors, subcontractors, consultants, and funding agencies regarding compliance requirements and documentation.
Review project contract documents to identify compliance obligations and ensure all reporting deadlines are met.
Maintain accurate digital and physical project records for audits, agency reviews, and internal reporting.
Assist with project setup, vendor onboarding, and contract administration related to compliance requirements.
Support audits, monitoring visits, and agency requests by compiling complete and accurate documentation.
Communicate proactively with subcontractors and internal teams to resolve missing or non-compliant submissions.
Stay current on changes to HUD, federal, state, and local compliance regulations affecting project administration.
EDUCATION AND WORK EXPERIENCE
Associate's or Bachelor's degree in Business Administration, Construction Administration, Public Administration, or a related field preferred; equivalent experience will also be considered.
3+ years of experience in project administration, contract administration, or compliance administration, preferably in construction, development, public works, or government-funded projects.
Demonstrated experience with:
Certified payroll reporting
Section 3 tracking and compliance
MWBE/SBE participation reporting
Federal and state compliance requirements
HUD-funded projects
Strong understanding of Davis-Bacon, labor compliance, and public funding documentation requirements.
Excellent organizational skills with strong attention to detail and accuracy.
Ability to manage multiple projects, deadlines, and reporting requirements simultaneously.
Strong written and verbal communication skills.
Proficiency in Microsoft Office, especially Excel, Word, and Outlook.
Experience maintaining detailed records and preparing reports for audits and regulatory review.
Experience working with general contractors, developers, construction management firms, housing agencies, or public-sector organizations.
Familiarity with compliance platforms, project management systems, or payroll/reporting systems used for publicly funded construction projects.
