Major Duties & Responsibilities
The Senior Manager, Government Affairs & External Liaison is responsible for shaping and managing BMS Korea's external policy environment to support sustainable patient access and business objectives. This role develops and executes integrated government and external engagement strategies, builds strong relationships with key stakeholders, and provides strategic policy insights through close collaboration with cross-functional and global teams.
Key Area of Responsibilities
1. Government & Policy Engagement
Develop and execute government affairs and external engagement strategies to support BMS Korea's business objectives, patient access goals, and long-term operating environment.
Build and maintain strategic relationships with central and local government authorities/agencies, legislative bodies, and advisory bodies.
Represent BMS in meetings, hearings, forums, and policy discussions with government and public health stakeholders.
2. External Stakeholder Engagement & Advocacy
Establish and manage collaboration with industry associations and trade groups (e.g., KRPIA, Amcham, Embassy etc.), academic institutions, and key opinion leaders, and enable cross-functional follow-up as needed.
In close coordination with Corporate Affairs, support engagement with patient advocacy groups/organizations by providing industry policy insights and aligning on key messages.
In close coordination with CSE&BD, provide end-to-end event support for open innovation programs, including logistics planning and on-site execution.
D esign and execute advocacy initiatives and coalition-based activities to promote patient access and the value of innovative medicines.
G ather and share external intelligence on industry trends, competitive dynamics, and stakeholder positioning.
3. Policy Monitoring & Strategic Analysis
Continuously monitor legislative, regulatory, and healthcare policy trends impacting the pharmaceutical industry.
Translate complex policy developments into clear strategic insights and recommendations for senior leadership.
Support evidence-based policy positioning aligned with patient access and innovation.
Support Market Access strategies by providing policy insights related to reimbursement, pricing, and HTA environments.
4. Internal Strategic Partnering
Act as a strategic partner within a matrix organization, fostering effective collaboration across internal functions.
Partner with cross-functional teams on GA & external strategies and contribute to alignment.
Ensure consistent and timely internal communication of key policy developments and external insights.
Maintain close alignment with Global and Regional Government Affairs/Corporate Affairs/Business Development teams to ensure consistency between global strategy and local execution.
5. Strategic Communications & Thought Leadership for GA and healthcare policy
Develop high-quality policy briefs and policy talking points, and executive briefing materials for high-level external engagements in GA and access.
Ensure consistent, clear, and strategic messaging across external stakeholders and internal audiences.
Systematically collect, analyze, and report on policy trends, stakeholder positions, and competitor activities.
Desired Experience & Qualification
Education
Required: Bachelor's degree in Political Science, Public Policy, Health Policy, Business Administration, Pharmacy, Communications, or a related field
Preferred: Master's degree (Public Policy, Public Health, MBA, or equivalent)
