About the role
To direct the overall activities of the Human Resources Department and Risk Management, including compensation, employee and labor relations, discipline administration, benefit administration, Personnel Rules, training, recruitment, equal employment opportunity and the design and development of a variety of specialized projects in the areas of organizational and Human Resources development and Risk Management. Essential Functions Formulates personnel policies and procedures and monitors the implementation and effectiveness of established policies and procedures to ensure policy integration with the city's strategic direction. Supervises the collective bargaining process, including Labor Relations. Oversees all EEOC Claims against the City. Directs the policy and standards on workers compensation claims against the City. Recommends and directs the implementation of risk management policies and procedures for Citywide implementation. Directs the overall administration of training and career development programs and coordinates training and development for managerial/executive level personnel. Recommends and directs the implementation of the general employee Compensation Structure. Oversees all of the self-insurance budgets and vendors for efficiency and appropriateness. Directs the preparation and monitoring of the department's annual budget. Directs the City's Employee Relations programs, including the recognition activities programs and employee communications. Directs the administrative support arm of the Human Relations Board and the City's non-discrimination ordinance. Provides consulting services to the City Manager and City departments in such areas as interpretation of Rules and Regulations, disciplinary actions and organizational effectiveness. Serves as the City's Equal Employment Officer and directs the preparation of the organization's diversity efforts. Responsible for job descriptions policy and structure. Performs Project management oversight. Provides leadership and guidance to Human Resources and Risk teams.
