Job Summary The Technology FinOps Manager role spearheads annual budget planning exercise and conducts strong collaboration with various business stakeholders both local and regional levels Effectively manages Technology's budget (Opex, Capex) and ensures budget utilization is under control Establishes best practice and implementing guidelines to uplift the financial/budget maturity within Technology. This includes managing the department's various contracts, invoice processing, reimbursements, maintenance of financial and legal documents (ex SOWs). Lead IT Contract Workforce Sourcing Strategy. Develop and execute a multi-year sourcing strategy for IT contract and contingent workforce requirements, aligning vendor capabilities with the organization's technology roadmap, transformation priorities, and evolving skill demands Practices effective stakeholder, vendor and contract management, including timely payments of invoices This role requires very strong analytical skills, attention to details, and the ability to provide financial insights to support decision-making processes Job Accountabilities: Partner with IT Leadership on Resource Acquisition - Act as a strategic advisor to IT managers and department heads in defining resource requirements, identifying optimal sourcing channels, and securing high-quality contract talent across the IT vendor ecosystem Optimize Vendor Ecosystem Performance - Establish and manage a preferred vendor network for IT staffing and professional services, ensuring access to competitive talent pools, specialized technical skills, and scalable delivery capacity across critical technology domains Commercial Negotiation & Rate Optimization - Lead commercial negotiations with vendors to secure best-value contract rates while balancing skill quality, market competitiveness, speed-to-fill, and resource availability, delivering measurable cost efficiencies without compromising delivery capability Demand Planning & Resource Pipeline Management - Build proactive sourcing roadmaps for high-demand IT skillsets (e.g., AI, data engineering, architecture, developers, business analyst, QA), reducing reactive hiring and improving workforce readiness for strategic initiatives Vendor Governance & Relationship Management - Own executive-level relationships with staffing partners and strategic vendors, driving performance through service-level agreements, scorecards, quarterly business reviews, and continuous improvement initiatives Improve Time-to-Fill & Resource Quality Metrics - Design and implement sourcing processes that improve fulfillment cycle times, increase quality-of-hire for contingent workers, and enhance vendor responsiveness to urgent and niche IT skill requirements Drive Strategic Sourcing Transformation - Recommend innovative sourcing models-including managed services, talent pooling, statement-of-work engagements, offshore/onshore mix, and strategic vendor partnerships-to improve capability access, flexibility, and financial efficiency Financial Oversight & Spend Optimization - Manage contingent labor spend within IT budgets through demand forecasting, vendor consolidation, contract optimization, and commercial governance, ensuring strong financial discipline and cost transparency Invoices - Ensures strict compliance to our financial obligations. Focusing on accurate and timely processing and validation of invoices from vendors Contract Management - Ensures strict compliance in the review and (non) renewal of contracts, ensuring SLAs are met on time Stakeholder Management: Liaises with local and regional finance counterparts and other relevant business units and external stakeholders to support Technology's CAPEX and OPEX monitoring, financial reporting and vendor and contract management. Reimbursements: Oversees the Tribe's employee reimbursements, verifying expense claims, and ensuring compliance with company policies and procedures.
