Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with function managers; including in-depth knowledge of the automated systems, personal computers, hardware, and software. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of administrative and military personnel policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions. In-depth knowledge of the automated systems, personal computers, hardware, and software. Ability to plan, organize and direct the functions and staff of an organization; communicate effectively with diverse groups of individuals, both orally and in writing, including the ability to analyze data/products. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity as well as knowledge of administrative processes and procedures. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE: Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. Must be able to obtain and retain Secret security clearance. The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
