The primary purpose of this position is to serve as a Lead Human Resources Specialist at the North American Aerospace Defense Command (NORAD) and the United States Northern Command (USNORTHCOM), a bi-national Combatant Command (CCMD). Responsible for managing and advising on the Joint Awards and Decorations Program for NORAD and USNORTHCOM (N/NC). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of policies, directives, instructions, and concepts pertaining to Joint Awards and Decorations Programs in order to administer and manage the program at the command level, to include developing and maintaining submission requirements, processes, and procedures, and ensuring compliance with all applicable guidelines across the Command, Components, Regions, and Separates. Mastery knowledge of a wide range of Military HR regulations, policies, directives, and concepts across all Military Services and the joint environment in order to advise senior leaders and staff on the development of solutions to significant, often politically sensitive personnel matters, and to assist customers with general HR inquiries in the absence of their Service representative. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of War (DOW), Department of State (DoS), Chairman of the Joint Chiefs of Staff (CJCS), Service-specific (USAF, USSF, USA, USN, USMC, USCG), and civilian policies, directives, and instructions governing Joint Awards and Decorations Programs in order to administer and oversee the program at a Combatant Command level. Knowledge of a wide range of Military HR regulations, policies, directives, and concepts, including those governing GO/FO/O-6 personnel actions and Senior Leader assignment processes, sufficient to advise senior leaders and staff on the development of solutions to significant and often politically sensitive personnel matters. Skill in applying qualitative and quantitative fact-finding, research, and analytical techniques to review, evaluate, and assess HR program operations, identify deficiencies, measure compliance and effectiveness, and recommend enhancements to moderately complex military personnel programs. Ability to plan, lead, and contribute to special projects and assignments by developing and presenting alternative courses of action that advance organizational goals, resolve complex problems, and support mission objectives across a bi-national, joint operating environment. Ability to communicate effectively both orally and in writing with audiences at all levels, including senior military and civilian leaders, interagency partners, and foreign government representatives, and to establish and maintain productive working relationships across diverse organizations. Skill in using Joint and Service-level personnel information systems and automated tools (such as ETMS2, FMTS, OBIEE, MilPDS, IPPS-A, and FLTMPS) to retrieve, analyze, and report on personnel and program data in support of HR program management and decision-making.
