High school diploma or GED required. Bachelor's degree in Project Management, construction management or a related field is preferred.
Minimum of 3 to 5 years' experience and knowledge in construction, budget administration is required.
Minimum of 3 to 5 years in a supervisory role is preferred.
Minimum of 3 to 5 years in a water or wastewater utility system is preferred.
Must obtain required NC water Class, B-Well and Wastewater Class II within 24 months of hire.
Valid U.S. driver's license

Working knowledge of main replacement practices and procedures

ESSENTIAL DUTIES:
Supervises team including utility workers, facility operators, and contractors. Interviews, hires, sets high performance standards and manages performance in accordance with all applicable HR policies and procedures. Creates an energized work environment, fostering an atmosphere that enables employee trust and engagement. Inspires confidence and motivates others to perform at their best. Develops and coaches' staff while effectively addressing performance issues.
Manages the operations, maintenance and regulatory compliance of the Central Western Division for remote well sites and wastewater systems with a focus on safety, environmental leadership and operational excellence.
Oversees day to day operations including scheduling and tracking the work activities for applicable departments. Works closely with other operational groups to share resources as needed to meet work demands.
Manages the Central West Division distribution system and service departments for both in-house and contracted work, including replacement, relocations, and repairs of distribution/collection system appurtenances. Ensures that all activities are in accordance with company and regulatory agency standards.
Manages operations budget and assists the engineering department with managing the capital budget. Prepares and monitors expense budgets to ensure adherence to established expense limits and provides explanations of variances as needed. Works closely with the engineering and senior management teams on the funding and completion of capital projects.
Maintains databases which track and support operations including reporting on compliance-related activities such as compliance sampling, compliance data submission, hydrant flushing, valve exercising, water loss, and production.
Partners closely with the area engineering department to ensure construction projects within the area of responsibility meet company specifications and are properly documented and completed in accordance with established timelines.
Builds and maintains close working partnerships with area public utilities, area municipalities, and local fire departments. Represents the company in meetings with the township, county and applicable regulatory agencies for the coordination of construction and maintenance projects and other company related business.
Maintains awareness of all regulations affecting the utility and its operations. Identifies regulatory changes and the associated impact on operations and makes recommendations as needed.
Performs other related activities as assigned which may include overseeing the cleaning and maintenance of company office facilities, oversight, reporting and administering department inventory, etc.
