IDEAL CANDIDATE STATEMENT The ideal candidate for the Supervisory General Attorney (Labor) (Regional Attorney) position should possess expertise and knowledge in traditional labor law and related litigation. The candidate demonstrates an ability to provide expert legal analysis, advice, and litigation strategy in an efficient manner regarding complex and difficult legal questions and factual issues. The candidate has experience supervising Regional legal staff to ensure adherence to Agency policies and procedures and reviewing reports and case files to determine that Regional staff are properly investigating cases, preparing the proper legal analysis, making appropriate recommendations for action or disposition, analyzing settlement agreements and withdrawal requests, and ensuring appropriate standards are met and that policies of the NLRA have been effectuated. Experience in performing personnel management functions and knowledge of and conformity with Agency administrative personnel regulations and policies is desired. BASIC REQUIREMENT Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application. Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification. In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) (Supervisory Field Attorney) at the GS-15 grade level. Specialized experience includes: Experience providing expert opinion and counsel on cases determined to have merit under the provision of the NLRA and litigated before a court or administrative judge; and - Experience providing guidance and/or overseeing the preparation of cases for trials including making recommendations for contempt; and - Experience engaging in research and legal analysis of complaints, briefs, evidence and other legal documents of complex and/or unique cases to support response to difficult legal questions and factual issues.
