Job Title: Public Health Nurse II - Grant Funded Department: Health - Clinical Services External Hiring Range: $58,450.38 - $72,977.76 Compensation Grade: 3005 Posted Internally and Externally This is a grant-funded position and will end on June 30, 2027 unless extended. This position has specific benefits as allowed by County policy. Buncombe County Health and Human Services is looking for a Public Health Nurse II who wants more than a traditional clinic role. The ideal candidate would be energized by both clinical work and spending time in community outreach. This position offers built-in variety! This PHN II will provide direct Public Health nursing services in our clinics in addition to community outreach activities with the Mobile Team. This is a hybrid position and the PHN II will work in the Immunization, Family Planning, and Sexually Transmitted Infection (STI) Clinics. They will also be providing clinical services, public health education, and developing community relationships at outreach sites across the county. Common outreach sites can include community markets, public housing, churches, libraries, and outdoor events. Candidates should be comfortable working in a clinic and environments other than medical offices. Occasional evening or weekend work until may be required based on outreach schedules or during an emergency response. Our Mobile Team has a 25-foot vehicle which brings mobile services to the community. Currently, the team drives the vehicle up to four (4) times per month, with team members rotating driving duty. The selected candidate must have a valid driver's license. No RV/bus driving experience is required and we will teach the selected candidate to drive our vehicle. Health and Human Services' goal is to sustain this work long-term and the department is working to extend this position. Purpose of the position: The purpose of this position is to provide professional nursing services related to public health and community health care services in health promotion, prevention, and disease control programs to clients in all areas of BCHHS Clinical Services and the community. Minimum Education, Training and/or Experience (required at time of hire): Bachelor's degree in Nursing which includes a Public Health Nursing rotation and one (1) year of Public Health Nursing experience; or graduation from a school of professional nursing and two (2) years of professional nursing experience including one (1) year of Public Health Nursing experience; or an equivalent combination of training and experience. Per NC Local Health Department Accreditation requirements, employees in this role must present their diploma, degree, or transcript to their supervisor/department upon hire. Additional Training and Experience: English/Spanish bi-lingual speakers preferred; Certification in Community Health Nursing preferred. License or Certification Required by Statute or Regulation: A current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing. All Buncombe County Health and Human Services Public Health Clinical Services Staff must provide proof of immunity against Mumps, Pertussis, Rubella, Rubeola (measles), and Varicella within 30 days of their hire date. This proof of immunity must meet the Advisory Committee on Immunization Practices (ACIP) recommendations for healthcare personnel. When necessary, documentation from a healthcare provider (MD, DO, NP, or PA) of a valid medical contraindication to a required immunization can be submitted within 30 days of hire. Essential Functions of the position: Provide direct public health nursing services, client assessment, education, and non-judgmental counseling, administer medications and treatments, develop individualized plan of care, provide referral services and coordination of community resources. Conduct disease control surveillance and investigation activities to prevent the spread of disease in compliance with North Carolina General Statutes; provide follow-up as appropriate; provide clients and contacts with control measures necessary to prevent the spread of disease; assure clients understand the plan of care and importance of compliance. Establish and maintain an accurate database through extensive health history of client; prioritize areas of concern and communicate findings via client medical record or other appropriate document; Utilize HIPAA regulations and confidentiality requirements when handling client information and communication.
