The Reentry Program Administrator provides Detention Services leadership to implement, coordinate, and oversee Washington's Apple Health (Medicaid) Section 1115 Reentry Demonstration in carceral settings, ensuring compliant delivery of targeted pre release services up to 90 days prior to release and seamless transition to community care. This includes program launch management, capacity building fund stewardship, cross system operations (e.g., pharmacy/EHR/billing), and performance accountability to HCA policy and CMS Special Terms and Conditions. This position aims to reduce ED utilization, overdose, and recidivism and to improve continuity of care.

ESSENTIAL JOB FUNCTIONS
Lead Cross-System Collaboration: Serve as the primary liaison between the HCA, Managed Care Organizations (MCOs), the Department of Corrections (DOC), county jail, and community health providers.
Operational Design: Design and execute the operational infrastructure and workflows (e.g., EHR integration, information sharing, and client intake processes) necessary to deliver the mandated Reentry Initiative services.
Capacity Building: Manage and monitor the allocation of Capacity Building Funds to participating facilities for staff hiring, training, and technology adoption (e.g., EHR/billing systems).
Launch Management: Oversee the phased launch (by cohort) of the Reentry Initiative at state and/or local facilities, ensuring readiness for billing and service delivery by established go-live dates.
Operational & pharmacy design: Establish pre‑ and at‑release pharmacy processes, EHR data‑sharing, and intake workflows so carceral health programs can meet Reentry medication and discharge supply requirements (e.g., 30‑day medications/DME), in partnership with Jail Health Services and facility health teams.
Capacity Building Funds: Plan and monitor capacity‑building awards to facilities (e.g., staffing, training, technology/EHR and billing tool adoption), in coordination with HCA's funding authorization and milestones ("Intent to Participate," readiness assessments, interim/final progress reporting).
Cohort launch management: Drive readiness for facility go‑lives-including ProviderOne/NPI enrollment, workflows, and test claims-ensuring "day‑one" capability for covered pre‑release services.
Waiver compliance oversight: Ensure program activities adhere to HCA's Reentry Initiative Policy & Operations Guide and CMS 1115 guidance , including documentation, privacy/security, and reporting standards.
Billing & reimbursement: Design and troubleshoot Medicaid revenue cycle processes, including Reentry Targeted Case Management (rTCM) and other covered pre‑release services; coordinate with MCOs on benefit configuration, encounter submission, denial management, and pharmacy claims.
Medicaid enrollment workflows: Standardize and monitor: eligibility screening; timely application support (≥45 days pre‑release) ; suspension/reactivation processes; MCO assignment and warm handoffs to community care.
