Torch Technologies has an exciting opportunity for a Cost Estimator (Principal) located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Maintenance Repair and Overhaul Initiative (MRO) is a DOTMLPF-P transformation and standardization of both the business processes and enabling materiel solution which provides Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling and executing organic depot maintenance to support agile planning, optimized workload assignment, resource allocation and integrated quality. The MRO materiel solution is a web-enabled system operating wholly within the .mil network. It implements a configured Oracle enterprise Business Suite (eBS) Commercial Off-The-Shelf (COTS) software product with 'complex MRO' being the core module for user interaction. This is supplemented with the integration of other necessary eBS suite modules plus Reports, Interfaces, Conversions and Extensions (RICE) objects which are deemed necessary to provide the required functionality. MRO implementation is divided into four software releases with capabilities to plan, schedule and execute organic depot maintenance processes within the commodities, electronics, missile and propulsion maintenance groups. MRO replaces dissimilar legacy systems and processes used across numerous geographic locations with a common enterprise business system that optimizes resource and workload assignments, facilitates what- if planning and frees-up logistics capacities aimed at improving capabilities availability to the warfighter. MRO operates within a Defense Information System Agency (DISA) hosted environment and interfaces with various legacy systems to support continuous operations within the depot maintenance environment. As a Cost Estimator (Principal), your duties include, but are not limited to: The contractor shall have the ability to manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis. The contractor shall have professional knowledge of, and skill in, applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices to IT MIS programs, specifically, including knowledge of: Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation. Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system; Most appropriate phase of the budgetary cycle (planning, programming, justification, or execution) for initiating new programs; Analyzing all elements affecting costs for a project of limited scope; Analyzing contractor financial data using EVM measures of merit to determine program viability with respect cost and schedule performance; Use of the ACEIT Tool Suite to perform all program office estimates which is mandatory use for working in the BES Directorate (AFLCMC/GB) for all information systems cost estimator positions (Junior, Journeyman, Senior, Principal, Hybrid); and, Analytical processes, such as: Setting up the problem, Conducting background research, Collecting and reducing data, Displaying data for analysis, Formulating mathematical expressions, and, Drawing conclusions. Required Qualifications: U.S. Citizenship BS/BA/Masters with 24 semester hours in quantitative analysis courses which must include at least three semester hours of Calculus and three semester hours in Statistics.
