Position Overview The Protection Analysis Officer is responsible for the production of high‑quality, timely, and rigorous protection analysis to inform programmatic decision‑making, coordination, and advocacy priorities of the IRC Ukraine Country Office. Based in Kyiv for a minimum of 70% of the time, the position plays a central role in strengthening evidence‑based understanding of protection risks, trends, and vulnerabilities affecting conflict‑affected populations. Under the supervision of the Senior Protection Analysis Manager, the Protection Analysis Officer leads qualitative and mixed‑methods analysis, including thematic coding and synthesis of protection data gathered through key informant interviews, partner inputs, and secondary sources. The role focuses on transforming complex and diverse data into clear analytical products such as quarterly protection analysis reports, briefs, and area‑based analysis outputs. In addition, in close collaboration with the MEAL Senior Officer, the Protection Analysis Officer will jointly maintain the protection monitoring dashboard and ensure the visualisation of quantitative data in Power BI remains accurate, up‑to‑date, and accessible to relevant stakeholders. The position works in close collaboration with the Protection Officer (Localisation) within a shared analytical workstream, contributing to joint analysis initiatives, including area analysis workshops, and supporting engagement with protection coordination structures and partners. Through these functions, the Protection Analysis Officer contributes to improving the quality, consistency, and relevance of protection analysis, ensuring it effectively informs program design, strategic planning, and advocacy efforts. Job Responsibilities Leadership: - Provide technical leadership on protection analysis, supporting the development and application of sound analytical frameworks, qualitative coding approaches, and interpretation of findings, ensuring that all analysis is aligned with and guided by the Protection Analytical Framework. - Synthesize cross‑sector program data and insights to strengthen understanding of systemic protection concerns, service‑related risks, and evolving vulnerabilities, ensuring alignment between analysis and operational realities. - Support a collaborative analytical culture within the Protection Analysis Unit, working closely with the Protection Officer (Localisation) and contributing constructively to shared analytical workstreams. - Provide technical guidance and coaching to colleagues, as appropriate, on analytical thinking, use of findings, and interpretation of protection trends. - Proactively identify analytical gaps, emerging risks, and priority issues, and communicate these clearly to the Senior Protection Analysis Manager to support timely and informed decision‑making. - Uphold IRC policies, safeguarding standards, and the IRC Way in all aspects of work, promoting integrity, accountability, and respect within the team and in inter‑unit collaboration. Project management - Plan, manage, and implement protection analysis activities in line with agreed objectives, timelines, and priorities, ensuring timely delivery of high‑quality analytical products. - Develop and maintain clear workplans for protection analysis outputs, including quarterly analysis reports, analytical briefs, and area‑based analysis products.
