About the role

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Military Sealift Command (MSC), Total Force Management Program Office (N1) of MILITARY SEALIFT COMMAND. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience meeting and dealing with customers using a high degree of tact and diplomacy. Experience applying basic negotiating techniques and methods of presentation for specific phases of the labor relations process. Experience applying fundamental HRM methods, principles, and practices for standardized techniques sufficient to advise on complex issues. Experience researching and evaluating laws, regulations, and precedents and applying, employee relations principles, practices, laws, and regulations. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating procedural information, gathering and analyzing basic facts and drawing necessary conclusions. Experience analyzing and evaluating techniques sufficient to identify, consider, and advise managers and employees about relatively common issues or problems such as routine leave or attendance questions. Experience researching applicable laws, policy, and agency precedent that may apply for fact finding techniques to gather clear cut information and/or evidence specific to cases. Experience utilizing automated personnel management information systems and having operational knowledge of NMCI software and Microsoft Office.
