The New York City Department of Correction (DOC) is an integral part of the City's evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system and a safer New York City. Under executive direction of the First Deputy Commissioner, and with the broadest possible latitude to exercise independent judgment, the Associate Commissioner (AC) of the Nunez Compliance and Operations Unit (NCOU) will lead the transformation of the Department's work to reach and maintain substantial compliance with the provisions of the Nunez consent judgement. The Associate Commissioner will oversee the Nunez Compliance Unit and the Nunez Complex Litigation Unit while providing strategic leadership and guidance working in close collaboration with DOC Executive leadership, the Nunez Remediation Manager Team, and the Nunez Monitoring Team leading the implementation of operation and policy change as well as developing systems and metrics to reach and sustain substantial compliance. This work is critical to support the Department's continued evolution to be an innovative leader in the correctional care space. The AC will lead the implementation of strategic operational and policy reforms, compliance monitoring systems, audit programs, investigative functions, and accountability frameworks designed to achieve and sustain substantial compliance, operational excellence, and long-term reform. The NCOU will serve as a strategic partner to agency operations by developing programs, strengthening accountability, improving transparency, and aligning Department practices with national correctional standards and evolving legal mandates. The unit will also collaborate with IT, OMAP, Training Academy, operational leadership, and other DOC Departments to modernize compliance infrastructure, reporting systems, and staff training programs; analyzing operational and compliance data to support performance improvement, risk mitigation, and strategic decision-making; preparing reports, assessments, and recommendations for executive leadership, oversight entities, and external monitors regarding compliance status and reform efforts; performing related duties and special projects as assigned by executive leadership. The overall responsibilities of the Associate Commissioner will include: leading the NCOU; developing strategic and sustainable systems, programs, policies, and benchmarks to indicate substantial compliance; coordinate compliance activities of other departments to remain abreast of the status of all compliance activities and identify trends, potential areas of compliance vulnerability and risk; develops risk assessment tools and implements corrective action plans for resolution of compliance issues. The Associate Commissioner will assume the following duties: develop, evaluate and refine performance metrics; develop and administer robust audit and assessment programs to measure staff proficiency and facility/unit compliance with internal policies and procedures, legislative requirements, court orders and settlements; formulate audit protocols; oversee implementation of audit methodology, and manage data collection and analysis; responsible through subordinates, for analyzing relevant data for the purpose of measuring performance and setting policies; report findings to the First Deputy Commissioner and other members of the Department's executive management team; prepare appropriate written reports and memoranda summarizing findings of data analysis, surveys, inspections, audits, and recommendations for performance improvement for submission to the Commissioner; and perform related duties as requested. PREFERRED SKILLS At least ten (10) or more years of extensive managerial, executive or supervisory experience in government, non-profit, corrections or criminal justice administration. Strong leader and collaborator across multiple diverse teams, with excellent communication, interpersonal, and listening skills, and the ability to build relationships at all levels, help develop junior team members, and work effectively with diverse stakeholders internally and externally. Proven ability to lead teams, manage projects, and drive results in a fast-paced environment. Strong project management skills with the ability to plan, organize and coordinate the efforts of numerous individuals, workstreams, and stakeholders to implement viable and effective program service delivery systems. Ability to adapt to rapid change, multi-task, and meet restrictive deadlines.
