Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
Oversees project controls including checking contractors' controls, coordination of schedule, and reviewing contractors' schedule.
Reviews submittals for conformance to plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.
Implements the firm's project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Identifies and resolves non-compliant work.
Provides interpretation and enforcement of contract plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.
Confirms change order requests, develops estimates, negotiates costs, and writes change orders.
Provides cost control on projects and quality control within discipline.
May be responsible for the recruitment, hiring, development, and retention of construction staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

Requirements
Bachelor's degree in Construction Management, Architecture, Engineering, or relevant degree and 12 years relevant experience, or
In lieu of education, 16 years of relevant experience.
Lead systems construction oversight for installation, integration, testing, and commissioning (CBTC, communications, traction power).
Serve as the primary coordination lead across MTA, contractor, and third parties, ensuring full interface alignment.
Drive resolution of complex, multi-contract interface issues to mitigate conflicts, delays, and rework.
Plan and coordinate access, outages, and work windows with MTA operations in an active transit environment.
Enforce contractor compliance with contract requirements, technical specifications, and safety standards.
Manage contract administration, including review of change orders, claims, and requests for equitable adjustment (REA).
Assess cost and schedule impacts and support negotiations to safeguard MTA's commercial position.
Monitor progress against the Integrated Master Schedule (IMS) and coordinate with Project Controls on cost, EAC, and reporting.
Ensure adherence to QA/QC, safety, environmental, and regulatory requirements.
Deliver concise executive reporting on progress, risks, issues, and recommended actions.
Extensive experience with MTA systems, procedures, and project delivery frameworks is strongly preferred.
Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on multi-disciplined or large/complex projects. Identifying and handling risk and change management independently.
Leading large teams inside and outside of HNTB using sub-consultants.
Using system tools to manage, monitor, and deliver complex projects.
