About the role

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center located in Bloomington, MN. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and delivering training to peers, customers, applicants to help them better understand federal hiring processes and requirements. Presenting HR policy updates and technical information to customers and staff, translating regulatory requirements into actionable guidance for recruitment and staffing processes. Participating in workgroups interpreting and applying OPM regulations to develop vacancy announcements, ensuring compliance with Delegated Examining and Merit Promotion requirements. Analyzing data from automated systems to identify discrepancies in personnel actions and providing corrective recommendations to ensure compliance with federal standards. Providing mentoring or one-on-one coaching to new HR specialists, offering feedback and guidance on recruitment procedures; mentoring other team members helping to develop their expertise in federal HR practices. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/15/2026. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
