This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Safety and Occupational Health Specialist, with scope of responsibility encompassing Occupational Safety. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes1) Conducting comprehensive compliance audits and safety fitness reviews of commercial motor carriers to ensure strict adherence to Federal Motor Carrier Safety Administration (FMCSA) and Department of War (DoW) regulations regarding the safe transportation of permitted hazardous materials, specifically Class 1 explosives; 2) Interpreting policy for the safe transportation of hazardous and explosive materials; 3) Investigating commercial transportation-related accidents, incidents, or regulatory violations involving hazardous materials to determine root causes and identify systemic safety failures; 4) Developing and enforcing corrective action plans, and providing targeted recommendations to carriers and internal stakeholders to mitigate operational risks and prevent the recurrence of accidents; AND 5) Analyzing motor carrier safety performance data (e.g., SMS/CSA scores, out-of-service rates, inspection reports) to assess carrier suitability and authorize or deny their use for DoW Explosives freight operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
