THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (MILITARY), Position Description Number D1051P01/ D2953000 and is part of the DE Delaware JFHQ Air National Guard, National Guard. MILITARY GRADE: E-4 (SrA/SPC) through E-8 (SMSgt/MSG) COMPATIBILITY: is identified as being a member of the Delaware Army or Air National Guard. If this position has promotion potential and you are selected at the lower developmental level/grade of GS-09, you may be non-competitively promoted to the full performance level/grade of GS-11 after completing the required Individual Development Plan (IDP). Promotions are not automatic and may only occur after completion of the IDP. SELECTIVE PLACEMENT FACTOR FOR THE GS-11: Must have specialized experience with automated systems such as the Integrated Personnel and Pay System (IPPSA), Interactive Personnel Electronic Records Management System (iPERMS) or Air Force Reserve Orders Writing System (AROWS). Staffing will make no assumptions when it comes verification of the automated experience described above. SPECIALIZED EXPERIENCE: GS-09: Must have one year of specialized experience and must be equivalent to at least the next lower grade level of GS-07. Must have experience that provides advice and support to managers, supervisors, and the HRO on recruitment and placement actions for AGR Personnel. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria, and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Ensures required selection documentation and information contained thereon is correct including military compatibility; ensures all medical and fitness requirements are met in accordance with existing policies and guidelines for AGR members; checks security requirements; initiates select/non-select letters, etc. Manages the monitoring and reporting of the Army Full time National Guard Duty (FTNGD) Program including Active-Duty Operational Support (ADOS), and One-Time Occasional Tours (OTOT). Monitors promotions, reassignments, annual evaluations, tour renewals, orders, and transfers of all assigned AGR personnel. May participate in local board action for Active Continuation Board (ACB) and Career Management Board (CMB). Explains the TRICARE program and how to file claims and locations of servicing Health Benefits Advisors. Schedules retirement counseling of AGR members and coordinates retirement actions with the ARNG/ ANG organization. SPECIALIZED EXPERIENCE: GS-11: Must have one year of specialized experience and must be equivalent to at least the next lower grade level of GS-09. Must have experience advising management on matters relating to Active Guard/Reserve (AGR) personnel; drafting and providing input to State personnel plans and procedures based on interpretation of regulations and directives from the Departments of the Army and National Guard Bureau (NGB). Plans and executes the AGR recruitment and placement program for the State. Develops recruitment and placement policies. Advises on the placement and promotion boards which involves but not limited to determining what positions are to be filled; providing eligibility requirements; and ensuring candidates are properly qualified for certification to the selecting supervisor. Reviews and process's structure source documents (Table of Distribution and Allowances (TDAs), Modified Table of Organization and Equipment (MTOEs), Unit Manpower Document (UMD), and manpower reports) applicable to AGR positions within the ARNG and/or ANG. Serves as an advisor to commanders and interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. May have limited leader responsibilities. Distributes and balances workload among HRO ARNG and/or ANG employees.
